After a moment, Skulduggery nods; that makes sense. It falls a little too close to the political side of war for his comfort, but it does make sense. He knows all too well how dangerous chaos can be. Planting the seeds of chaos among Mevolent's army was how he and the rest of the Dead Men managed to escape many a hopeless situation.
He's just glad that even in this strange dimension, there are people to take care of the political, administrative and authoritative side of things.
