Location: Anywhere and Everywhere
Situation: How's the old rhyme go? It's raining, it's pouring, the Doctor is trying to generate his own electricity?
Warnings/Rating: G, none as of this moment!
[ Come one, come all to the spectacle taking place! Here for the duration of the event only, see a very special madman in a bow tie scrambling around the city of Tu Vishan when there really should be no sane person out! See him running from one electrical cable box to the next, sector to sector, arms filled with an assortment of things. Watch as his tweed gets pathetically soaked and as his hair -- already quite wild and prone to fall this way and that -- get whipped around into an unrecognizable shape by the wind. He waves around a strange glowing stick at each of those hoping to fix whatever trouble it may be causing.
They call him the Doctor. You may call him that crazy guy yelling at the cable box as he whacks the thing in his hand against his palm. ]
Wood! Of course it doesn't do wood -- why did it have to be wood?
[ Come find out what he's doing? Or perhaps catch a glimpse of him running to the next sector? Or perhaps even watch as he shows up at your doorstep, soaked to the bone, but with a grin on his face as he politely asks you for a spare fishbowl?
The choice is yours! ]

He was in his costume and his cape billowed and snapped with the wind, sometimes they were a bad idea. Billy was soaked to the bone and feeling how cold it was, he was about to head back for a break when he saw someone running about. He looked confused and dropped down, closer to the mans level and blinked out the waiter falling from his headband.
Billy was surprised to see who it was and tapped his magic again to throw up a shield to stop the weather, maybe a two meter width and four in height, glowing blue.]
Doctor? What are you doing out here?

Fixing the casing around the cables! [ as if it's really the most obvious thing in the world to be doing at the moment ] The power keeps going out and though the Kedan have been working on it, I thought I'd give them a hand. But wood! Who enforces things with wood?
[ and then, its like he realizes that Billy's out here too when he's not supposed to be. ] What are you doing out here?

It's not the best material. Maybe they thought having metal would make this place look ugly?
[He hadn't thought about helping in that way to be honest. It wasn't even something small, people needed power to be able to do things and not bump around or hurt themselves. Then there's that question and he points to himself.]
Me? I'm...well I've been helping people get out of the storm. I can handle some rain and wind.

[ he finishes up the one he's fidgeting with and lets out a quick triumphant "aha!", before turning around to face Billy with an inquisitive look. ]
And that would be because of -- [ casually pointing to the magical shield keeping the rain away ] -- yes?

[He glances to the shield and nods some.]
Yeah, that and I've dealt with worse than a storm like this. It's easier to deflect than some things are.

I suppose that makes them much like many other species in that regard.
[ he motions for the teen to follow after him to the next one, not too far off from where they're standing now. ]
