Markutte is clearly the wealthiest, most cosmopolitan settlement in the area - which to Arthur, leads him to believe that it's the most likely place for him to find technology.

So that's primarily what he's doing - window shopping, basically, for anything that looks higher-tech than the 19th century. He knows these people have it, it's just kind of tricky to find.

When he spots Lord Henry, he gives a little wave.
