Having rules over how he wore his hair seemed a mite over the top. But a warnings system made sense, provided the people enforcing the laws were reasonable. He didn't know how the Kedan/foreigner situation stood. He'd heard things... But perhaps the Emperor wasn't the right person to ask for that kind of knowledge.
