Costigan pulled both eyebrows together in an exaggerated expression of confusion and suspicion. It was certainly unexpected to hear the guy was helping people, that much was true. The full effect of his features was heightened for effect, however, and to ensure that Bakura knew just how much the undercover doubted his words.
