Situation: Catch all log for River. Some starters inside but ping me if you want something specific!

A. WELCOME CENTER
River has taken to hanging around the Welcome Center to scope out the new arrivals as they were discretely ushered from the police station to here, as if trying to get a feel for those who are being summoned. Perhaps she's looking for some kind of connection or familiar face, or perhaps she's just curious about the types of people being brought to Keeliai. Either way, she must be looking fairly innocuous about it since Jack hasn't asked her to leave. Even when there aren't people being brought in, she still finds it a good place to people watch.
B. PALACE BARRIER
River is standing just beyond the edge of the barrier which surrounds the Palace, hands outstretched towards it like one would hold them before a toasty fire to warm them. Her mouth is moving in soundlessly but for those who glimpse it, she seems to be counting something. Every now and then she shakes her head, seems frustrated, and starts over. She's also been standing there for a little bit and there may or may not be armed guards moving suspiciously in her direction.
