"Of course there are gangs," Cain said with an amused sigh. With a city in such a state of unrest, it wasn't surprising. That didn't stop him from being entertained by the predictability of it; you'd think with such a large and noticeable Enemy, the population would be united against it rather than tearing itself apart. Kedanity didn't seem much different from humanity so far, though, so Cain wasn't deterred.
