Skulduggery didn't need to be sure. It was enough for him that Raine believed it, particularly with more pressing questions to consider. There was always the chance someone had slipped through the cracks by virtue of being a loner, but the number of Foreigners - and the number who knew each other by face, if not by name - greatly lessened that chance.
