Wan was on the right track, for that was certainly part of the reason why he didn't initiate things. But it wasn't quite that simple, there was more to it, having to do with his past. Things that had just made him that way. Either way, that didn't make Zuko any less happy to see him, or love Wan any less.

"It's good to see you too," he said back quietly, also reluctant to let go. "I missed you."

Unfortunately, Zuko did pull away when a Kedan started to shoo them in the direction of where the other participants, who had already finished, where sitting. So that they could make room for the others that were coming in.
