He's right about Pepper, at least. "Pepper knows far more about partying," Raine says wryly. "I'm sure she'd appreciate the help, though." Pepper seems to just genuinely like people, and being around them, which is a skill not everyone has.

She's laughing before Erskine has even finished describing Rover and Dex's discussion. She only met Rover the once, but it certainly sounds like him, and the laughter was probably the goal, both then and now.
