It's evident by the uniform spread of the Dust contamination throughout the water filtration system that there must have been multiple points where the substance was introduced, which does lead to speculation that it was either a coordinated effort by multiple people, or possibly fewer people but over a greater length of time.

Testing of the traces determines that this is neither the typical form of Dust that can be purchased illegally, but nor is it a variant of Red Mist. Chemically it's closer to the former, altered enough to keep its properties viable in a water environment, and those who were involved in the capture of two cultists in the sewers beneath the Water Sector may note that it seems to be a more refined version of that strain.

Regardless of its chemical makeup, the effects are largely the same: paranoia and hallucinations are the most common symptoms, both of which fuel a rise in aggression. There are also physical symptoms not unlike a bad strain of flu, causing dizziness, nausea, and general bodily ills.

The Dust taint isn't only found in the water itself, but can be identified in many of the plants, both still in the hydroponics areas and throughout the city. Even those who weren't working in close contact with the greenhouses may have been affected simply by unknowingly eating something prepared with food from there.
