"What of those who abuse the Foreigners' ability to return?" he asked. "Not all Foreigners are of equal power. Should a kedan who imprisons a Foreigner and kills them, only to wait for them to revive so they may be killed again, be given a lesser sentence than someone who committed a single murder? Someone who continuously takes a life would be more a threat to the city than someone in the throes of an impassioned act of violence, regardless of species."
