The Council Agents have been known to be ruthless by necessity, especially during the last war when Rhevidjan invaded, but punishments and executions have never been a public spectacle. Certainly, devices like this have never been found sitting around in public to intimidate the citizens, and most she could say with confidence simply aren't used because they're just too inhumane.
