CLUES
SET 01
Each member of the team is provided a file with English transcriptions of the warrants obtained for the raid; these warrants provide for temporary legal authority to be transferred to the five named Foreigners and place them as contact and leads for the action of searching the Wood Sector warehouse for weapons, arresting any kedan on site or suspected of being associated with it, and the follow-up of any evidence found in the warehouse that may implicate the Fire Sector gang. There is a summary of prior investigations of the warehouse and gang, noting that the former came into the latter's real estate holdings in the last three months and that a spike of activity going in and out has been observed by the police. Officially, the warehouse holds heavy chests manufactured by local craftskedan for the purpose of transport and storage. Cursory investigations by rations administration were consistent with the reported information and found no trace of excess resources. Police reports show a spike of weapons possession in the area and the recent appearance of some shock weapons that may seem reminiscent to cattle prods for any Earth-sourced Foreigners. There is also a list of the ten officers that will be assigned to the team, with names and ranks provided. Players can create identities for any kedan involved and the nature of the gang itself.
Options:
A
Launch a daylight search of the premises with the officers provided by Evandau. Calls to open the side access door of the warehouse would be greeted by a young kedan with soft features and dressed in brand new workers coveralls; he would fetch an older kedan with a more worn set of coveralls with a chest patch that has his name embroidered in kedanese (Nylowen). He would demand to see the warrants and then read them over before granting access to the warehouse; meanwhile, the first kedan would return to the heart of it and work could be heard resuming there. Once Nylowen was satisfied, the team and their support kedan would be allowed access to the premises as per the warrants. Initial searches show a cache of crates and chests that matches the description of in the files. More detailed searches may uncover compartments within the chests that carry knives, batons, and a few dismantled guns picked up from a previous landfall (there is no ammunition to match). The warehouse itself is clean and roughly twenty kedan are at work; they will be rounded into a corner by the officers and held there while the space is searched. Offices set above the workfloor are sparse and contain routine paperwork expected of a reseller and storage business. Moving the chests and crates about the main floor would uncover three separate hatches built into the floor -- opening these hatches would uncover three caches of juulan, amounting in the tens-of-thousands. Upon finding this, Nylowen would try to break free of police custody and run, the remaining kedan attempting to run interference to see him free.
Exact results for further exploration of the warehouse and the outcome of the kedan escape attempt would be provided in the next clue set if this option is taken.
B
Launch a nighttime search of the premises with the officers provided by Evandau. Two kedan stationed outside the access door would scrutinise the warrants closely before summoning Tey-po to the door. Tey-po would introduce herself as the owner of the warehouse and would permit the search party to enter, asking that they be accompanied by her at all times - a term that the officers would advise the Foreigners to accept. Initial searches show a cache of crates and chests that matches the description of in the files. More detailed searches may uncover compartments within the chests that carry knives, batons, and a few dismantled guns picked up from a previous landfall (there is no ammunition to match). The warehouse itself is shows recent scrapes of motion on the floors and roughly thirty kedan are at work; they will be rounded into a corner by the officers and held there while the space is searched. Offices set above the workfloor are sparse and contain routine paperwork expected of a reseller and storage business. Moving the chests and crates about the main floor would uncover three separate hatches built into the floor -- opening these hatches would uncover empty spaces, save for a few string bands associated with the packaging of juulan transfer bags. At this point, Tey-po would inquire whether they were done. However, should a character examine the back wall of the warehouse, they would realise it is set forward six feet from where it should be. Careful analysis of the wall will show fine lines in the wall that can be pushed hard to reveal a storage space that runs the length of the wall. Before any could enter, Tey-po would take one of the Foreigners hostage and hold what appears to be a gun with two sparking prods at the muzzle, demanding sweetly that they close those doors and forget what may be inside.
Exact results for the hostage situation and the contents of the storage space would be provided in the next clue set if this option is taken. Please also advise of which Foreigner would be taken hostage and whether said player has issue with the character being injured (or worse, if they are open to it) as a result.

Tey-po would use Bucky as hostage to redirect attention from the storage to the situation at hand and part body shield to avoid interference from the characters or the kedan officers that are conducting the raid with the team. Her request would be that the team and officers depart the building immediately, though she shows some compassion to the job by suggesting they return in four hours to conduct their raid. They would offer no resistance at such time and she would even provide them with five prime suspects in the operation, but only if they left now and disavowed any knowledge of what they saw here.
The weapon that she holds bears little resemblance to weapons of Keeliai and so Tey-po kindly offers a demonstration of its effect by lowering it to the lower right of Bucky's abdomen and firing. The two sparking prods at the muzzle surge into an arc of spectral energy that lances into him. The pain would be similar to medium-grade electrocution and reminiscent of any injuries sustained during the spectre event. This weapon, she would pleasantly note in the aftermath, requires next to no recharge time and that she would happily apply the next shot to his heart or head if they refuse to back down.
Demands as to the nature of the technology would be met with a scoffing laugh. Tey-po notes that not every kedan is rooted in tradition; she and her compatriots embrace the future and have full intention to do so without this nasty little raid complicating the operation. At this point, she would remind them of her offer and the cost of denying it, appearing quite calm and polite as she asked for their final decision.
Options:
A
Withdraw from the warehouse per her orders and regroup to attempt the raid once more at the allotted time. Tey-po would personally oversee the escorting of all policekedan and Foreigners from the premises before releasing Bucky to their custody and care. All the while, she would congenially apologise to him for the inconvenience and assure him that this was purely business, nothing personal and she hoped he would consider her associated if he wanted to better arm himself next time he chose to be the long arm of the law. The same invitation would be extended to the other Foreigners, as she would note that they really came underprepared for handling a weapon's raid. Any attempts to renew the raid before the four hours had passed would be met with a literal firing squad within the doors, the kedan therein lined up and bearing weapons that had been previously stored in the secret chamber.
Exact details for the return and resumed raid after the specified four hour "break" would be provided with the next set of clues if this option is taken.
B
Attempt to free the hostage and then continue the raid. Tey-po could, with a coordinated effort, be overcome by the other members of the team and Bucky accordingly freed. Players are asked to utilise RNG to determine whether their characters sustain injuries in effort, though the nature of any injuries are up to each specific player. Tey-po would aim to debilitate and, failing that, take the lethal shot, managing to kill three of the police efforts before being detained. The remaining police would immediately call for her execution and that issue would need to be dealt with prior to any continuance of the raid.
Exact details of the contents of the storage space and the fate of Tey-po would be provided with the next clue set should this option be taken. Please clarify whether the team would intervene on any execution attempts conducted by the policekedan on the person of Tey-po.

Ignore the presence of the hostage and proceed with a search of the uncovered storage area. Tey-po would take this as personal insult and would attempt to kill Bucky before taking aim at the remaining Foreigners. What kedan that were present would take up arms against the Foreigners and the policekedan alike, judiciously applying lethal force in an attempt to secure their warehouse once more. Players are asked to utilise RNG to determine whether their characters sustain injuries in effort, though the nature of any injuries are up to each specific player.
Exact details of the contents of the storage space and the fate of Tey-po (and the remaining kedan) would be provided with the next clue set should this option be taken. Please clarify whether any members of the team would be seriously debilitated by injuries and/or dead -- noting that the gravity of injuries sustained, if sustained, would be up to the discretion of each player..

QUESTION: Are the three police kedan going to be added to the team's tally of NPC deaths?

The three police kedan would not count to the characters' rule-of-ten limits, no. This would only count if the characters were actively trying to kill them and not because of outside NPC actions.
FINAL SET & OUTCOMES
The team manages to overwhelm Tey-po with some difficulty, three kedan lives lost in the process before she is disarmed and subdued. The remaining kedan of the police force immediately demand her execution, their laws clear on this matter and it is only the insistence of the Foreigners that stays their hand -- though the continue to send an occasional glare her way as they begin processing the other kedan in the warehouse and leave the team to investigate the storage area.
Said storage area is filled with a multitude of hybrid weapons such as outlined in the briefing and the files provided to the team at the outset. None of these weapons bear any markings or certificates of registration and all are significantly more advanced than the sword-era technology that Keeliai has thus far featured. Tey-po's mention of progress appears quite accurate and the sole saving grace of these findings is that only one weapon appears to have been removed -- that which she used against Bucky.
There exists no evidence beyond gunrunning and Tey-po herself replies to any questions about involvement with Malicant as being ludicrous. She states that something that the Alderwood Commander fears hardly needs something as simple as a gun and she takes quite a bit of joy in pointing that out to them. This raises the ire of the policekedan once more and she offers a simple confession to palacate them: She is merely running weapons for gangs, nothing more. The storage area contains weapons received earlier that day and the cache holes in the floor had contained the juulan necessary to buy them. It is, she says with a smile, completely innocent.
"Power Surge" Devices:
The team will have their "power surge" devices (PSDs) delivered to them prior to embarking on their outcome option. This will be delivered to them per the OOC announcement via means appropriate to their location. These devices are approximately the size of a small backpack and have straps such that they can be worn like one, with a simple control panel stitched into the canvas siding. These devices can each be used for a thirty second return of powers for one person and then must be recharged for a minimum of five minutes. If you have any questions about these devices, please direct them to the OOC announcement.
Outcomes:
Based on the findings of set 02, this team has one of two final outcomes for their clueventure:
A
Question Tey-po to the source of her guns. This turns out to be a long and arduous process, with Tey-po all too willing to drag things out in detail before offering up the slightest mention of the Crossroads Outcasts as being a possible source. This all turns sour, however, as it turns out she purchased the weapons with counterfeit juulan and a team of enforcers from the CO arrive to repossess their goods. Fighting ensues and though the team ultimately proves able to hold off the enforcers, the weapons are destroyed in the process and Tey-po is missing once the dust clears. Bits of her surface over the next few weeks, sent to the police stations around Keeliai to remind them that rats are not tolerated. Meanwhile, the team can lay claim to shutting down an important link in the gunrunning chain, but the remaining links are still shrouded in shadow.
B
Bring Tey-po to the Evandau for justice. The policekedan remain at the warehouse to move the other criminals to a nearby precinct for trial, but the team is permitted to escort Tey-po to the Fire Sector headquarters where the Alderwood Commander waits. The weapons are confiscated and transported to a secure storage area in the Palace of Landed Sky and her operation is effectively ended. The team is thanked for their contribution, but not permitted to attend the... questioning that is undertaken with Tey-po. A week later, the Crossroards Outcasts are subject to a substantial police raid and the gang effectively taken out of commission -- the next day, there is the public execution of Tey-po and credit is given to the Foreigners for bringing the peace. The team would find that general kedan opinion of them markedly improves as a result and any injured parties are given a round of drinks on the house for the next three months no matter where they go.

Before the raid
So. Before we go in. With the current situation here, [his eyes glance to Jack in particular, because he has some idea about his powers, but then they dance across the other faces] any strengths or weaknesses you'd like the rest of us to know about before we try to work as a team?
I can start. Never had more than normal human abilities, but have trained with stronger-and-faster than human baseline for a while. Soldier with combat experience, though I don't think how sharply I can shoot will matter tonight.

We might not be able to count on the powers we have at the moment, so those of us with physical combat skills should stick to them.
