He looks over the edge briefly, tilting his head far enough that the little bird tumbles off and flutters about in the air with chirpy indignation. Prussia's face scrunches and contorts in what is probably a look of amusement, but looks a bit like awkward without the sound to accompany it. But his little bird is not as amused and immediately flies off to land on Jack's head, insulting Prussia as he goes in his own language.
Prussia just writes down something else in his notebook, and then holds it up for Jack to see again.
