[EVENT] DISASTER RELIEF

Date: 5th of May, 2015 (2016)
Location: South-east of Keeliai, near the shell’s edge
Situation: Unexpected disaster has struck one of the new radio stations outside Keeliai. Time for a rescue!

The radio broadcast originated from a newly built radio-station on the turtle’s hind section of the shell, near his right some ways above his hind flipper. This is one of six and among the furthest out, and was built into the side of a shallow valley between scutes facing seaward, in prime position to be both protected from high winds and still be able to receive transmissions from elsewhere.

Until now. The valley leads all the way to the shell’s edge, and water has rushed into its opening like a bursting dam, roaring high up on the ridge and only petering out to an end nearly a half-mile inward. The water inland swirls with evidence of habitation: a table, chairs, soggy books, mattresses, other random detritus that might be found in a temporary dwelling or dorm.

By the time rescuers arrive the river flows several feet below the station’s level, but the station itself is obviously damaged. Parts of the outside wall have been ripped away entirely, revealing the gutted dormitory mostly bereft of furniture or personal belongings. Where the equipment met with water there are scorches on the walls and floor, and a fire might have broken out if everything weren’t so damp.

None of the electrical goods are working but the generator is still on, and sparking. Electrocution is a risk for anyone attempting to investigate the area, with the damage and the generator running.

The kedan living at the station are nowhere in the immediate vicinity, but a quick aerial search will reveal bright emergency flags laid out on a ridge some feet above the radio station, on a stable outcropping of rock. There are three women and one man all wrapped in thick blankets; two of the former are brunettes, the third a redhead, and the man is blond. He has a broken arm and one of the brunettes is dazed, half-unconscious. All of them are waterlogged, still coughing from water in the lungs, bruised and limping and shivering.

The redhead identifies herself as the senior of the group, but the dazed brunette is the one who deployed the SOS and was nearly caught in the flood.

They’re not sure what happened, explains the redhead. One moment everything was normal while they worked on the equipment and the next there was a minor tremor and a tilt, and the water came rushing down the valley. The man was outside and almost got carried away. They all might have, except that they were rescued.

The redhead seems unwilling to say more, but if pressed she’ll admit that she’s certain she recognised Commander Celaunn among the rescuers. Certainly their saviours vanished back into the mountains just as soon as the kedan were all safe. Though all of the radio operators will eventually admit to the same thing, if asked -- that they were rescued by Chihuelans -- none of them will say anything more than that or give any more distinguishing descriptions, and anything said against the Chihuelans will make them close-lipped and belligerent.

If any of the Foreigners perform a survey of the area, they’ll find that the shore-line along the shell’s edge, glittering in the distance, has shifted. Now it’s close, leading up to the inlet that the valley has become. Ridge descends right into water, bushes barely break the surface, debris is floating among the gurgling currents.

"I'm here for the same reason," he tells Hiro, and then frowns a bit at Zatanna. He doesn't really know either of them that well, or in Hiro's case... at all.

"Lightning is a part of firebending," he then explains. "I can't generate it, but I can redirect it."

"No offense, but I don't know what you guys are going to accomplish either."

Because why is a little kid even here?

Oh, he's that kind. Hiro rolls his eyes and hefts his toolbox, shaking the contents for extra measure. It wouldn't be the first time somebody had underestimated him because of his age, but still, he doesn't have time for this, and oh look he's already turning and heading for the generator -

"No offense," he repeats back in an overly-saccharine tone, "but do you know how a generator works?" He hesitates a beat, glancing at the guy and at the fire; he doesn't know anything about firebending or any lightning subset, but he thinks he understands the meaning - "If you're trying to siphon off the electricity, don't. It'll just keep replacing it until the whole thing runs out of fuel, which could be hours from now."

A beat. "To cut the power, you have to stop the turbine. This thing steam-powered? If so, the fastest way would be to put out the fire in the boiler."

Oh. He...actually had a point.

"Can you keep us from getting electrocuted while you're at it? Genius boy here can cut the power, but this is a little more complicated than your usual repair job."

Because big fiery explosions are the answer to everything. That's kinda how firebender's roll. But sorry Hiro, Zuko isnt impressed.

Zatanna's question though draws a nod. "Yeah, I can."

Hiro would rather not any big fiery explosions, thanks, he's had enough of those. He grits his teeth, muttering under his breath about just wants to trash it and stupid backwards rock and waste of a perfectly good generator - and eventually he pipes back up again, "I mean, yeah, you could try blowing it up, but you also might end up hurting people or blowing this whole place off the side of the cliff, so, you know. That'd kinda suck."

Hiro's not magic and he's not a firebender, either; he only has what he knows, and what he knows is machines. He can't do any superpowered stunts, but he can figure out how this thing works and the best way to stop it.

...Which is not putting out the boiler, he finds out pretty quickly when they turn the corner and he gets a good look at the thing, loud and sparking and expelling steam. It's bigger than he thought. He has enough time to take stock of the structure of the generator, which is:

1) A furnace. A big furnace. Too big to put out with a bucket of water or stifle the oxygen through the air vents. Smoke stack in the back, for fuel burning byproducts to vent.

2) On top of the furnace, the water tank. Steam power. Cool. There's a ladder up to a catwalk on the outside of the water tank, for maintenance, probably.

3) A maze of pipes running between the water tank and the structure that houses multiple turbines, mechanically generating electricity. And everything's obviously overloaded because there's sparks and some frayed conductive wiring and, well, a lot of stuff going on.

He ducks back pretty quickly because, okay, now he has to explain a thing to the both of them.

"Okay, new plan. Forget the boiler, too big. There's two emergency release valves - one on that big steam pipe and another, on top of that platform, on the outside of the water tank. That last one will let out all the water in there and probably put out the furnace, too." He points at Zuko. "If you can keep us from getting electrocuted, Zatanna and I can double team and hit both those releases. No more steam, generator stops."

A nervous laugh. "Also...don't get burned. Electricity sucks but boiling water and steam also sucks. Think of it like a big teapot, don't stick your finger in the spout."

Hiro was definitely in the wrong company if explosions were what he purposely wanted to avoid. Just saying.

He says this rather dead pan. Nevermind the huge burn scar on his FACE.

But at Hiro's plan he does nod. He's good with it and will go along.

Deep breath. Hiro points in the general direction of the two indicated releases, one at a time. "Those two red wheels. The ones covered in rubber. Turn 'em and that'll open the pipes and let out whatever's inside."

He hesitates for a second, then adds, "I can probably fit in between all the pipes better, so I can get the bottom one."

She squinted, looking down at where he was indicating. If she could see the wheel from there, she could turn it magically and keep him from having to risk shimmying all the way down there...

But she couldn't see it.

Zuko is only partially listening as he lets out a deep breath and tries to center himself. Electricity is not something to take lightly and he wanted to make sure he was as calm and focused as he could be.

He could feel the surging of the cold blooded fire inside the generator as well as the burning heat in the boiler. As skilled a firebender as he was, Zuko had to silently agree that it was too much for him to be able to put out alone.

So while they figure out what to do, he carefully monitors their safety.

And Hiro hesitates, again, only because Zatanna gave him the chance to. Because risking life and limb for this stupid generator sounds terrifying, but then - somebody's gotta do it.

And now you sound like your brother, stupid, see where that got him, he thinks to himself, but doesn't voice it out loud.

"Yep, I'm...pretty sure. You need to concentrate and I...can probably handle myself...theoretically." He sets the toolbox down, but keeps the gloves; the former won't do him any good, but the latter, toilet history and all, will provide at least a little insulation against the electricals. Hopefully he won't need that insulation, though.

He does glance at Zuko, briefly, not seeing any physical evidence of anything happening besides that look of intense concentration, but...he's just gonna trust the dude.

"C'mon, let's get this over with," he says quickly. Gonna just climb around through a bunch of hot pipes and let out the steam. Easy, right?

She didn't like it, but then, it wasn't entirely up to her. But there was one thing she could do for him...

"Tcetorp." She waved a hand in Hiro's general direction; the boy would feel a gentle breeze seem to swirl around him, and for a split second, he almost seemed to glow. It was enough to momentarily satisfy her, and she nodded. "I don't know how long it'll hold, but that should be able to shield you from most of it. Just don't go thinking you're invulnerable or anything; I'm talking minor burns from accidental brushes or anything like that. You still need oxygen and you can still get knocked out. So try not to do that, okay?"

Letting out a deep breath, Zuko looked to the both of them. He was ready whenever they were. Granted, he had never done anything quite like this before. But... he wasn't going to tell them that. He could only hope that he didn't screw up or that anyone gets hurt.

What?

Feeling the air stir around him, Hiro lifts both arms and looks down at himself just about glowing while the breeze ruffles his clothes. He stands there for moments after that, blinking, confused about what just happened until she explains it.

"...Okay," he says, and nods, mostly containing his skepticism (though a little bit of a grimace slips through). "Thanks. I'll try not to do anything too stupid."

He flashes her a small grin, and then another quick glance at Zuko, and then - seeing no point in hanging around any longer - takes off at a jog around the corner to get near enough to the generator to do something about it. He takes note of a couple pipes intermittently jetting steam and decides to avoid those; at his size, it's easy enough to drop down amidst the machinery and slip between pipes to get where he's going.

He does pause once he's reached the valve he needs to turn to yell up at Zatanna.

"You still good?"

Yeah don't worry about him. He's just essentially in charge of your lives right now. Zuko continues to concentrate and keep a keen eye out for anything that could potentially lead to an electrical disaster.

"Be careful. I can't do anything if you go too far."

Remember he can't bend the electricity, he can only redirect it. And that means having to have contact with it. And if Hiro goes off and gets himself in a bind, there's essentially nothing Zuko can do about it.

"Damp," Hiro responds to the first question, mopping hair wet with condensation away from his brow, and then: "I gotcha." The situation isn't letting him forget about the electricity, frankly, not with a few stray sparks arcing just over his head every once in a while.

With both hands, he turns the release valve, jumping back once it's turned far enough to let out a blast of pent-up steam from inside the pipes; maybe he gets his eyebrows singed for the trouble, but not worse than what you'd get from standing too close to a pot of boiling water for a second too long.

"Alright, you can let out the water tank now."

Those few moments in which Hiro climbed down were tense. Not until he called out did she realize she'd been holding her breath. Even with all the noise around them, the blood still pounded in her ears. Adrenaline causing her hands to shake ever so slightly.

She took a deep breath.

"Nrut eht valve."

Not risking burns of her own, she pulled back at the first signs of steam and instead relied on her powers to remotely turn the valve.

"Now get back up here. We can figure out what to do next once I can see you again."
