I was thinking of maybe doing representation by sectors, the way we do districts back home, so that it wasn't the family heads in control at all, if that's possible. But it's up to the kedan to decide what they really want, even if I don't like it."

Baby steps, maybe. Family heads or their representatives in a senate first, then as they moved forward basing it on sectors. They had to get through the Articles of Confederation before the Constitution got signed, after all. It doesn't have to be perfect from the word 'go'.
