[EVENT] Cold Winds Blowin'...

Come late night on the 10th, carrying over into the wee hours of the 11th, the winds that have been on and off all month pick up, howling between buildings and rattling anything not nailed down. The worst of it comes over the next day, when the winds don't actually stop, sweeping through the city at high speeds and bringing rain and all kinds of debris with them.

The canals in Water are nearly impassable, making travel even more inadvisable than it would have been. In some places the wind takes out the power, too, leaving several people temporarily without much in the way of heat -- not good when the average temperature is hovering around 5°C (about 40°F). The rain comes heavier over the course of the day, and flooding both minor and major abounds; during the worst of the storm the canals are near to overflowing and there's a sincere -- and realized -- risk of drowning. As the flooding rises fast, some unprepared citizens may be caught by these rushing torrents and need rescue.

The storm settles down toward the end of the twelfth, leaving only brisk winds and a sullen drizzle as it finally passes the city by. In its wake, however, is a vast array of damage, and significant repairs to be made.

The high winds have knocked many trees down, some of which landed on homes and businesses -- in some cases, punching right through the roofs, rendering the buildings temporarily unlivable, and sending their occupants out into the storm to seek their nearest secondary shelter. Flooding is wide-scale, doing immeasurable amounts of property damage and putting many lives at risk. Many are left injured, homeless, or their businesses and livelihoods in ruins. Even more have lost personal possessions that are irreplaceable.

All told, the Merchant's Guild estimates that nearly 10% of the city's residential districts have suffered severe damage, meaning that the homes in those areas are not structurally safe to live in until repairs are made. This translates to about 6000 kedan across all Sectors in need of temporary housing. A further 20% (roughly 10,000) of the city has experienced moderate damage, so their homes are livable, but they may be without power, heat, or necessities like running water or adequate food stores.

The rest of the city takes light damage, mostly in the way of flooding and damaged goods. Volunteers are needed all over the place to remove storm debris to a growing mountain of wreckage outside the city walls. Everything from broken windows and furniture, to entire trees and large sections of rooftops need to be hauled away, and in some cases, the Foreigners' abilities will be much appreciated, since whatever left is going to be done with kirin-hauled carts and sledges.

Through the rest of the month, repairs are in progress, most of it taking place beneath a sapping cold rain, which impedes both repairs and volunteers' health, and many come down with walking pneumonia and flu-like afflictions. Usayi is among those organizing work crews for the clearing of large debris and urgent patches; he'll be spearheading those efforts as the month wears on as well. The Woodsmen also call for help from as many volunteers as possible, citing the loss of a great deal of growing and stored seeds, as well as the damage to their agricultural land plots, which are now littered with more debris.

...What do we know about this Dust? Other than it evokes violence. Where does it come from?

My time is better spent working on the difficult cases. My mind is an exceedingly rare thing beyond, at times, even my control. If I don't have a case I tend to fall into a rather destructive pattern of boredom. The simple cases simply do not do my brain justice.

It's best for all involved that I not take on every single case that's dropped at my feet.

Despite her apparent disinterest, Odyni did make an effort to be able to identify the Foreigners on sight, and this one in particular had been around for a while.

She sighs at the request, although it's possible that it's more to do with being up to her ears in mud right now than his actual solicitation. "To-- in my office," she said, changing however she'd been about to identify the room. It was still Aroyan's office in her mind, and likely would be for a long time.

She left the door open behind her so he could follow, finding a towel and wiping herself down as she walked. "Remittance bars are worth 100 juulan apiece," she said, as if reciting something for the nth time. "Get any contractors registered with the Guild to assess the damage, give you a quote, and bring the quote here to claim the funds."

"No no, I mean it. My life turned out...well not great, but better because of it. Plus, I get to help people and save lives. That's got to be worth it."

If boredom is your primary concern, would it not be best to fulfill your days with as many cases as possible?

[Aya and boredom were a...theoretical concept, for the most part. She spent many nights alone while others slept, often for hours on end, and with very little to occupy her time besides her own thoughts and trivial tasks. There was little differentiation between "boring" tasks and "challenging" tasks, particularly as most tasks were relatively simple for her, given the level of intelligence (and processing power) the Guardians had gifted her with.]

Satisfied that it isn't too deep he nodded and grabbed the now-damp towel that Conan had used to mop up the water and gently used it to get the rest of the blood. "Luckily you won't need stitches."

Reaching into his first-aid kit, John pulled out an antibiotic cream to spread over the wound and a large bandage to cover it up. When that task is done his next act is pull out a small flashlight from his pocket. "I'm going to check your eyes and ask a few questions to determine whether you've got a concussion."

A flick of his thumb turned the flashlight on and he raised it to look at how well Conan's eyes dilate or if he happened to be sensitive to the light. "Hearing any ringing sounds?"

Would doing nothing not be considered more boring.

I have been told on more than one occasion that idle time is the least amusing of all. At least, if you were tasked with something unchallenging, you would be keeping busy while still providing assistance to those who need it.

I can only put up with so much stupid at a time and my patience is virtually nonexistent when it comes to a boring a case.

If I were to refuse aid to those whose have demonstrated a lesser intelligence than myself, then I would never be of assistance to anyone.

[She was not bragging--at least, that was not her intention. It was made to be a statement of fact.]

One should not be so selfish when it comes to such matters.

Likewise Kratos has been helping out with the clean-up crews since arriving in the city, providing passing services from evacuating houses too damaged to live in to removing debris to healing incautious labourers. He's bypassing the clean-up crew on this occasion when he spots the woman trying to slide a broken beam onto her shoulder, and can see even before she's fully got its weight that this is probably not going to go well.

In two strides he crosses the street and catches the end of the beam before she can over-balance or impale someone -- or herself -- by accident. "Careful."

For his part, Kratos looks like something out of a storybook -- tall and unconsciously graceful, with shaggy red hair, and an impassive expression which lends him a bearing of assurance that anything and everything is within his ability to handle. He's not wearing armour, but his clothes are boots and tunic and trousers like the Woodsmen wear; and then, of course, there's the sheathed longsword on his hip and the cloak around his shoulders.

No. You are not.

However, you are implying that I am to be held to higher standards with regards to such matters. I do not believe this to be the case. All individuals who are capable of such intellectual feats should be equally accountable to the responsibilities our abilities grant us.
