Come late night on the 10th, carrying over into the wee hours of the 11th, the winds that have been on and off all month pick up, howling between buildings and rattling anything not nailed down. The worst of it comes over the next day, when the winds don't actually stop, sweeping through the city at high speeds and bringing rain and all kinds of debris with them.
The canals in Water are nearly impassable, making travel even more inadvisable than it would have been. In some places the wind takes out the power, too, leaving several people temporarily without much in the way of heat -- not good when the average temperature is hovering around 5°C (about 40°F). The rain comes heavier over the course of the day, and flooding both minor and major abounds; during the worst of the storm the canals are near to overflowing and there's a sincere -- and realized -- risk of drowning. As the flooding rises fast, some unprepared citizens may be caught by these rushing torrents and need rescue.
The storm settles down toward the end of the twelfth, leaving only brisk winds and a sullen drizzle as it finally passes the city by. In its wake, however, is a vast array of damage, and significant repairs to be made.
The high winds have knocked many trees down, some of which landed on homes and businesses -- in some cases, punching right through the roofs, rendering the buildings temporarily unlivable, and sending their occupants out into the storm to seek their nearest secondary shelter. Flooding is wide-scale, doing immeasurable amounts of property damage and putting many lives at risk. Many are left injured, homeless, or their businesses and livelihoods in ruins. Even more have lost personal possessions that are irreplaceable.
All told, the Merchant's Guild estimates that nearly 10% of the city's residential districts have suffered severe damage, meaning that the homes in those areas are not structurally safe to live in until repairs are made. This translates to about 6000 kedan across all Sectors in need of temporary housing. A further 20% (roughly 10,000) of the city has experienced moderate damage, so their homes are livable, but they may be without power, heat, or necessities like running water or adequate food stores.
The rest of the city takes light damage, mostly in the way of flooding and damaged goods. Volunteers are needed all over the place to remove storm debris to a growing mountain of wreckage outside the city walls. Everything from broken windows and furniture, to entire trees and large sections of rooftops need to be hauled away, and in some cases, the Foreigners' abilities will be much appreciated, since whatever left is going to be done with kirin-hauled carts and sledges.
Through the rest of the month, repairs are in progress, most of it taking place beneath a sapping cold rain, which impedes both repairs and volunteers' health, and many come down with walking pneumonia and flu-like afflictions. Usayi is among those organizing work crews for the clearing of large debris and urgent patches; he'll be spearheading those efforts as the month wears on as well. The Woodsmen also call for help from as many volunteers as possible, citing the loss of a great deal of growing and stored seeds, as well as the damage to their agricultural land plots, which are now littered with more debris.

Usayi seemed to be the one in charge, ordering people about, but directing them with a steady calm, so she walked over, head and tail lowered.
If you can find another harness, I can help the Kirin move those beams out of the way. She said softly, knowing that her voice in their heads usually surprised people.

He can be found amongst the work crews, using his baton to lever debris out of the way, or pushing structures into safer positions. On occasion, someone may even see him deal with a large piece of seemingly unmovable debris in a way only he can. With a shout of "Cataclysm" his hand swirls with black energy, and the second that hand touches down on the debris, it disintegrates into dust.
He very quickly moves away after that, though. He gives a hero wave and vanishes into the shadows. He returns about fifteen minutes later, to continue working, but maybe you're curious enough to follow him? Or you can just keep helping him out!

In some ways, her mind flashed back to the explosions that had wracked the streets a few years back. At least this time, the damage was caused by nature. (She hoped.) Still, the parallels remained in that there were people to help and manual labor to begin fixing what had been broken.
Hair tied up in a messy ponytail, she set to work moving quickly from business to business, focusing her attention most on buildings that had sustained the most damage and residents she knew contained older people. Looking for anyone who might have been trapped or needed her help escaping.
The rain seemed to do little to stop her, and it wasn't long before the girl was thoroughly soaked. Her thick coat seemed to shield her body from the worst of it, but her hair was plastered to her forehead and cheeks, and she occasionally had to pause long enough to wipe the water from her eyes. Or give a light sneeze.

And though this isn't what the suit was designed for, it is immensely useful. Aside from the ability to fly and lift literal tons of debris, his sensors can pick up trapped kedan and dangerous damaged electrical wiring.
It also protects Tony from the cold rain, which means he can work pretty much nonstop. So he does. It's sort of a habit.
He follows instructions when they're given, but when he's left to his own devices he falls naturally into a leadership role, directing the volunteers to debris that's safe to clear, warning people away from dangerous areas, and ensuring that the wounded are quickly shuttled to the healers. Sadly, this isn't his first disaster rodeo.
Eventually Tony drifts into Usayi's zone of influence. He doesn't recognize his face, but he recognizes him as Someone In Charge, and he breaks away from the crew he'd been supervising to go touch base.

Medical staff | Kyde & Milyn | OTA
Despite grumblings of discontent from Kyde, Milyn will be working with the other healers and medical staff, albeit under close watch of Raine. The revelation that she had a hand in the creation of dust, coupled with her recent and somewhat shady experiments has many Kedan wary of her, and if any should express discomfort, arrangements will be made for them to see someone else. Milyn will be her usual self, despite the Cherrywood clinic suffering some major damages.

The ER is busy, filled to the brim and then some with kedan and newcomer alike that have come here seeking medical care and shelter.
Heather is enjoying herself. She wants to get through this and then go see how the Shaded Lantern fared.

She does make sure that the recovery efforts around the city are well in hand, keeping in touch with the major groups organizing repairs and offering financial assistance where desperately needed.
All Sectors | Odyni | OTA
Odyni herself pitches in with the cleanup as well as her Guild duties, and those needing to speak with her may find themselves the target of a mud-covered, albeit baleful, glare. Foreigners who need provided funding for repair work on their homes or businesses will need to seek her out, although they likely won't get a warm reception.

So at some point during the month, when Odyni is out and about, pitching in with the cleanup efforts, Erskine manages to get one of the Guild members to point him in the right direction. He's been helping with the cleanup almost non-stop himself, so by this point he's changed out of his ubiquitous suit into kedanese work clothes and he too is looking rather mud-spattered. Still unfairly pretty, but tired and muddy.
He's also holding off the rain, quite literally. When he approaches his hands are both up at shoulder level, palms upward, and the rain in a circle of several meters around him just... stops, about fifteen feet up. He gets just close enough to make sure Odyni is in the radius of his magic and then pauses, waiting for an opportune moment to speak.

It's no secret that Odyni doesn't like the Foreigners a whole lot, but she's in charge of the Merchant's Guild, and they're in charge of the emergency funds, so she's who Tony needs to talk to, friendly or not.
He's surprised by how hard she is to pin down - she's really getting down in the trenches, and isn't exactly keeping office hours. Good for her. Kind of frustrating for him, though.
He gives up on trying to chase her down, and eventually snags her by just camping out at the Guild and waiting for her to return.

But as so often happened in his life, he had been delayed. By the time he had headed back, the storm had already been rapidly growing in strength.
And due to a badly timed and particularly strong gust of wind, Conan had been swept up and flung into a tree, hitting his head on the trunk.
The blow had stunned him at first. But But as the minutes pass, he slowly drags himself back to his feet, and starts trying to make his way back to the apartment, pausing just long enough to find some cloth to press against the cut on his forehead. He couldn't just wait for help here.

On his way home, John does keep a careful eye out for anyone who might need assistance. He's already helped a woman open the door so that she could get inside of her home and put bandages on scrapes from the first-aid kit he's kept in his bag.
Since he's on the look-out that means he manages to spot someone familiar in the storm, someone John knows better than most even if the kid doesn't know him in return. Even from this distance he can see the cloth pressed to Conan's forehead and diverts to head the kid off. He has to shout in order to be heard even when he does get close, also making a gesture towards Conan's head with one of his hands.
"Let me see." He doesn't wait for permission but gently wraps his fingers around Conan's wrist to pry it away so he can look at the wound.

Sherlock Holmes | Several days after the Hurricane at the police department
[ Since the Hurricane there's been a slight increase in cases about theft making their way to him. Ordinarily, he probably wouldn't give these cases the time of day but since rent had to be paid he took them and solved them as quickly as possible. He's started keeping a list of those he's learned are just taking advantage of the situation to get ahead. If he found the thief was in need of the items stolen then he left them be. ]
[ The list is what at last brings him to the KPD, he'd meant to introduce himself here a while ago but he'd also wanted to do that by solving an impressive case so that there'd be no question of being hired on as an occasional consultant. The thefts weren't that impressive but they were something and at the very least it would get the repeat offenders off the streets. ]
[ He lets himself in and moves over to the front desk, standing tall with his coat collar up for maximum
dramaticeffect. ]I need to speak to someone in charge.

Erskine | Earth Sector + various | Open
The Shelter will do as much as it can for the relief effort. They don't have enough beds for even a fraction of those displaced, but anyone is welcome to pull a blanket up to a spare bit of floor if they can find it. The Shelter kitchen will be open to everyone in the city--it's always open to everyone in the city anyway--round the clock, if anyone needs a meal. Volunteers are very welcome.
During the clean-up, after things are sorted at the Shelter and running more or less smoothly, Erskine will be out in various sectors of the city helping as much as he can. He'll pitch in with physical labor when it's needed, but right now his Elemental magic is probably much more helpful. He can levitate debris, dry patches of mud, and even hold off the rain in small areas at a time--think the size of a courtyard. He can also divert small areas of floodwater and heat up the air to keep people warm for a time.
After several days of this he's going to look even more exhausted than usual, so maybe someone shoving him toward a bed might be a good idea. Otherwise he'll be out in the city, pausing only to check in at the Shelter and make sure everything's ok, pretty much non-stop. He doesn't really sleep anyway, right? Never mind that Elemental magic is just as tiring as physical exertion.]

Klaus | Various | OTA
There's something to be said about having someone around who can lift a small bus over his head on a rescue team.
Klaus was on hand in some of the harder-hit areas, where buildings had been left unstable or partially collapsed from the high winds, water damage, or falling trees. He was largely used to disaster situations - the year and a half in Keeliai had been relatively peaceful compared to Jerusalem's Lot, but nonetheless, he had the necessary experience for dealing in these matters.
Debris that had been unmovable was shifted with ease, and like the disaster in Hatal, his Blood Arts came in handy, lending support to unstable structures so that rescue teams could get in and out safely.
b. Hotel
The Midnight Hotel, despite suffering a few damages, had opened its doors and was packed with Kedan who had lost their homes. Rooms were filled, and the lobby and meeting rooms had been set up with sleeping bags to accommodate as many families possible.
There was a box out front for food donations that was strictly for the people who had been hit hard by the hurricane. Out in the lobby, hot meals were served in the mornings and evenings, and the bottomless coffee jar had never seen so much use. Coffee was prepared throughout the day as a pick-me-up for working crews and Kedan alike.
The Kin'nal employees, with the incident of Hatal still fresh in their minds and the help they received from Kedan and foreigners alike, volunteered to work overtime.
When Klaus wasn't out helping with the clean up, he could be found helping to organize family units so they weren't separated, or bustling around helping with repairs. Even with his almost boundless energy, however, he was starting to show signs of strain. Largely in the dark circles under his eyes and the fact he desperately in need of a shave.

Though she, too, possessed such abilities that allowed her to move and work with exceptional ease, Aya was never without admiration for others who used their strength for noble causes. The situation around them was unpleasant (to put it mildly), but far from the worst she had ever seen. As such, she was able to focus on the positive of the moment, which in this case, involved the collaborative efforts of all volunteers in the immediate area. Including Klaus.
"I have a task that may require additional assistance." She approached with a friendly smile. "Would it be possible to request a few moments of your time? There is signifiant flooding in an area that I am incapable of accessing without first lifting a large support beam that is structurally compromised."

Elizabeth | OTA
Elizabeth is right in the thick of helping clean up after the storm passes, and she's surprisingly tenacious about the physical labour part. It's refreshing in a way to work on something with such a tangible outcome, and it's the same approach she's ever taken when teaching herself a new skill at home. Stubbornness and repetition have gotten her through a lot.
She moves through the Sectors with the clean-up crews, helping lift broken beams and cleaning up scattered debris, piling it into carts. More than once she overestimates the weight of something and might need help, and occasionally she'll take a quick break in the overhang of a doorway, shivering beneath her coat and blowing into her hands to warm them before she gets back to work.
public shelter;
She's helping pass out blankets and prepare food for large groups, although some of Keeliai's native cooking leaves her a little baffled. Elizabeth is eager to learn, and accepting enough to take instruction from Foreigners and kedan alike... most of the time.
"I am absolutely not serving that to anyone!" she exclaims, pointing at a soup pot with what appears to be still-growing moss coming out the top. "There has to be something else. It looks like a compost heap that's started to mould, and it doesn't smell much better."

It's good to see the Foreigners out and about, working as hard as any kedan to get their city back into shape. It's been a little while since she'd seen Elizabeth, but when the other young woman seems to be taking a breather, Pepper wanders over, waving an armored hand and smiling, the faceplate retracted so her identity is clear. "Long time, no see. How are you doing?"

Bakura | OTA
The Dojo sustains a fair bit of damage in the storm, being located in the Wood Sector where a great many trees were uprooted and tossed about. It's not structurally compromised to the point where it's going to fall down or anything, but it's not usable on either the Dojo area nor comfortably in the apartment area in the back. Still, it wasn't as though he was going to be sitting at home or sleeping anyway, he's starting his own pile of damaged goods in the front lawn, pitching things in fairly bad humour onto the heap each time he emerges from inside.
water sector;
Both during and after the storm passes there are plenty of dangers to contend with, not the least of which are the surging canals in the Water Sector. Looking at the rushing of water, he knows there's no way anyone can swim against it, but thankfully his summons don't rely on such mundane methods. In short order, a childlike, blue-skinned girl is moving swiftly along the canals, helping people and fishing out possessions that look important, loading all of them onto a wooden longship which seems to be intelligently holding itself in place against the current.
excavation;
There were some buildings in the city, however, which fared even less well than his place. Especially in the poorer sections of Keeliai, where less sturdy houses fell in one each other, in some cases trapping their occupants inside. And while they were hoping for rescue, they were undoubtably alarmed to see a huge, slavering bear dragging chains to be the one muscling through the fallen walls to get to them. There was more than a little screaming, despite the thief's exasperated shouting that it wasn't going to eat them.
aftermath;
When the worst of the storm and the most immediately pressing rescue efforts seems to be well in hand, Bakura finds somewhere to sit that's a little out of the way and sinks into it. He's tired, hungry, and thoroughly chilled from being soaked through for hours on end. Logically he knows he should find some place warmer to rest and probably something hot to eat or drink, but holding summons in tangible form outside the confines of a Duel, even with the Ring, has taxed his energy reserves to their max. Eyes closed, his guard never quite goes down, but it's certainly the least alert that most people have the chance to see him.
aftermath;
Bakura is easy to spot, that shock of white hair standing out against the backdrop of the city. She diverts quickly, noting that his eyes are closed and if she didn't know better she would think he's sleeping. The faceplate is open and Pepper looks concerned as she approaches, her voice soft. "Hey. You okay?"

Granted, that didn't stop the occasional passerby from expressing their concern at a seemingly young woman wearing very little protection.
Though appreciative, Aya knew she had work to do. So she took to the air as often as possible, utilizing her Green Lantern abilities to make quick work of some of the heavier trees and building wreckage. Moving large blocks of wood and stone and metal out of harm's way, depositing them all in an area where they would not be a hindrance but could also be accessed at a later time as potential raw materials. She did this long into the night, paying little heed to the hour.
Not even when the glow of her Lantern energy started to fade, little by little, as she continued to expend more and more energy in her rigorous tasks. Something which, even if Aya noticed, she gave no indication.
"I assure you, my power reserves--while no longer functioning at maximum capacity--are still capable of maintaining this level of endurance for approximately four more hours without requiring a proper recharge. Excluding the probability of any external catalyst, of course."

It was weird, but he actually felt obligated to do something. Not just that, but he wanted to. He'd never felt anything like this with the Sun On Yee. Maybe that's because he had a family now, one that wasn't just using him as another warm body to be an errand boy.
