[EVENT] Cold Winds Blowin'...

Come late night on the 10th, carrying over into the wee hours of the 11th, the winds that have been on and off all month pick up, howling between buildings and rattling anything not nailed down. The worst of it comes over the next day, when the winds don't actually stop, sweeping through the city at high speeds and bringing rain and all kinds of debris with them.

The canals in Water are nearly impassable, making travel even more inadvisable than it would have been. In some places the wind takes out the power, too, leaving several people temporarily without much in the way of heat -- not good when the average temperature is hovering around 5°C (about 40°F). The rain comes heavier over the course of the day, and flooding both minor and major abounds; during the worst of the storm the canals are near to overflowing and there's a sincere -- and realized -- risk of drowning. As the flooding rises fast, some unprepared citizens may be caught by these rushing torrents and need rescue.

The storm settles down toward the end of the twelfth, leaving only brisk winds and a sullen drizzle as it finally passes the city by. In its wake, however, is a vast array of damage, and significant repairs to be made.

The high winds have knocked many trees down, some of which landed on homes and businesses -- in some cases, punching right through the roofs, rendering the buildings temporarily unlivable, and sending their occupants out into the storm to seek their nearest secondary shelter. Flooding is wide-scale, doing immeasurable amounts of property damage and putting many lives at risk. Many are left injured, homeless, or their businesses and livelihoods in ruins. Even more have lost personal possessions that are irreplaceable.

All told, the Merchant's Guild estimates that nearly 10% of the city's residential districts have suffered severe damage, meaning that the homes in those areas are not structurally safe to live in until repairs are made. This translates to about 6000 kedan across all Sectors in need of temporary housing. A further 20% (roughly 10,000) of the city has experienced moderate damage, so their homes are livable, but they may be without power, heat, or necessities like running water or adequate food stores.

The rest of the city takes light damage, mostly in the way of flooding and damaged goods. Volunteers are needed all over the place to remove storm debris to a growing mountain of wreckage outside the city walls. Everything from broken windows and furniture, to entire trees and large sections of rooftops need to be hauled away, and in some cases, the Foreigners' abilities will be much appreciated, since whatever left is going to be done with kirin-hauled carts and sledges.

Through the rest of the month, repairs are in progress, most of it taking place beneath a sapping cold rain, which impedes both repairs and volunteers' health, and many come down with walking pneumonia and flu-like afflictions. Usayi is among those organizing work crews for the clearing of large debris and urgent patches; he'll be spearheading those efforts as the month wears on as well. The Woodsmen also call for help from as many volunteers as possible, citing the loss of a great deal of growing and stored seeds, as well as the damage to their agricultural land plots, which are now littered with more debris.

She didn't expect him to be startled by her being a shapeshifter, the kedan were shapshifters, so a foreigner being one shouldn't be surprising to them at all.

Then, I shall find you when I am done here, She replied, dipping her head and heading off to help the kedan rescue those trapped under the rubble.

"Good." Usayi nods and turns to go, assuming that's enough said on that topic. It is one of the friendlier exchanges with Foreigners he's had in recent memory.

When Valdis goes to find him later, if she does, he'll be several blocks down. Someone has acquired an empty harness, which is set to the side while Usayi supervises and helps with the careful removal of rubble from a narrow alley-way.

The surviving kedan now safe and in the hands of the healer that Usayi sent, Valdis turns her attentions to sniffing out the man once more. Hopefully there would be more for her to do. As she approached, the poor Kirin stumbled when one of the large pieces of debris shifted suddenly and then caught on another building. The creature almost face planted and released a distressed noise from deep within its throat.

Usayi turns at the sound, catches sight of Valdis, and promptly ignores Valdis in favor of the kirin, going to steady it and offer some careful reassurance before examining the shift and its results. It's made things a little more precarious, unfortunately, and the priorities have just shifted.

It's good that the hound is there, then. Usayi turns back, locates the hound and the place he left the harness, and points from one to the other. "Old, but still good. It can be loosened. If you need hands for it, come here." He keeps brusque, to a minimum of words, and still has one hand on the spooked kirin's neck.

Valdis watches Usayi, waiting so as to not spook the poor Kirin more, but the moment he points to the harness, she walks over to it and picks it up gently in her mouth, rearranging it slightly so she can stick her nose under it and slide it on over her head. Then she slipped one paw in and then back out again as the leather caught on her elbow. Too tight. With a sigh, she let it fall back over her head, picked it up and carried it over to Usayi, placing it as his feet.

She didn't say anything. The man wasn't big on words.

His expression creases faintly, but Usayi bends to pick up the harness. He turns it over in his hands, letting the adjustable parts out to the maximum. "Here," he says shortly, pulling the straps wide to hold the hole for Valdis' neck out to her.

He'll be brisk about settling it on her, not overly lingering nor particularly sharp, only wanting to get things over and done with so they can get back to helping. "Your cooperation is... appreciated," he adds, only a little grudgingly, as he does so.

There was a time when Valdis would have refused to help anyone in such a manner, much less let anyone, especially a kedan, touch her at all. But things had changed and there were more important things at stake than her pride. She did her best to help him put the harness on, simply dipping her head at his almost thanks for her aid.

Just tell me what to do. She replied once the harness was secured. In other words, he was in charge.

He keeps working even once it's settled on her, securing the leads and drawing them back. "This way. Wait for my mark; I'm going to fasten these."

There's some conferring between him and another kedan as they work to secure the too-heavy piece of debris to the harness, and knots are made and tested. All in all it takes a few minutes before Usayi steps back. "All right. Pull."
