Situation: Trying to figure out just how this thing is going to work

Today, the Center is...not quite closed, because it was never closed, but the sign out front was a little more specific than usual: indicating that those who had chosen to align themselves with the Foreigners' Guild to stop by at their convenience for a group discussion. Word of mouth was the primary means of getting the information out, but just in case, Zatanna was nearby with a checklist making sure to get names of not only who showed up, but of any known members who did not. So that they could be contacted at a later time and kept in the loop.

For her part, the 19-year-old was sitting casually in her favorite armchair by the fireplace (though currently lit, was emitting very little heat, indicating a more magical nature. For ambiance, mainly) and not-quite-facilitating the entire process. Her body language gave little indication of wanting to step forward as official leader, although she was ready with answers for any who may have had relevant questions.

[ She just about Squeaked. After all, she'd definitely kind of been hoping for a surprise Nomination. But she'd also been trying to manage her expectations.

Now she was a bundle of worrying excited nerves as she wrung out the hem of her dress. ]

"Penny! Glad you could make it!" So he was in the Foreigner's guild, then!

Blink blink. "When did you come in?"

"Valdis!" Sonja was always happy to see Valdis. So it took her a second before it clicked. "Wait, I thought you were joining the Justice Guild."

Valdis smiled at Sonja's enthusiasm, "I am," she replied softly, "I'm just here spying for Eliyen."

She's kidding of course, but her features are all seriousness and her tone lacks any sign of a joke.

"Is it?" Valdis asked, a teasing glint in her eyes. "Are you sure?"

"Too many cooks, yes," Valdis smiled, "I suppose that's one way of putting it."

She looked out at the fairly empty room, somehow she didn't think too many would be a problem.

"I haven't seen a list, but it would be helpful to have one. I'll see what I can do."

"Oh." Blink blink. "I should probably ask you to leave, then."

"Probably."

But she hadn't actually asked, so Valdis stayed put, pretending to be watching the others very carefully.

[ She's totally messing with her, isn't she? Or maybe testing her. She was really bad at telling when people were messing with her and it seemed like it just made her more of a target for teasing :/ ]

Uh...

[ Shooooould she ask Valdis to leave? ]

"Use your words." Valdis said, the corner of her mouth twitching as she tried not to smile.

What does Eliyen want to know?

[ Yes, good. She's counter-spying. Spying the spy. ]

Valdis sighed, "Numbers, names, descriptions, how the guild is being organized, who is leading it."

A pause and a passing smirk.

"And who needs to be eliminated."

[commandandcontrol]

"Eliyen isn't planning to eliminate foreigners," she stated. Not the least of which because you can't permanently kill a foreigner.

"Wow," Valdis replied, arching a brow, "You really can't tell that I'm joking?"

If she wants it. Then someone else needs to run the Welcome Center. She shouldn't have to do both, even if she wants to. [Which he's pretty sure she will.] She'll need the help.

"Just did." Penny didn't exactly hide what he could do, but he wasn't keen to go around bragging about it either. There was no reason when to talk about it when people could learn by watching. Sonja would probably find out soon enough. He'd make sure of it.

"I'm here because I'm in the Guild for now, but don't expect me to talk or care about it beyond not ruining the city for the rest of us." He crossed his arms as if to emphasize that point, ever playing the tough rebel without a cause. But it was pretty obvious he did care, or he wouldn't have come.

Penny gave a small smirk at her response. It was nice to think that he could still surprise and annoy people, even the ones that knew him better than others. He knew that Zatanna had a long history with this place and with the baby turtles that he could only guess at, a history that made her more susceptible to responding emotionally and more interested in what he might find. That was why they worked so well together.

"Maybe an hour later?" Conan was still recovering from Dust poisoning and Penny didn't want to risk waking the kid. Partially for Conan's sake and partially for his own, because dealing with upsetting Sherlock was annoying as hell right now. Not that he would admit to caring about any of it. "I'll leave the window open."

Sonja giggled at that. Maybe she was just imagining it, but he was trying really hard to broadcast that he didn't care.

"Expectations appropriately calibrated," she replied. "'Not ruining the city for the rest of us' is pretty much the only item on the agenda today, you'll be happy to know."

"Good. Then why are we having this dumb meeting anyway?" It seemed pretty obvious how not to ruin the city. Namely, have the foreigners continue helping the local populations and stop isolating so much. He was pretty sure everyone was aware of that, even if they weren't entirely supporting it for their own reasons.

[commandandcontrol]

"First and foremost, because the Kedan want us to. They gave us a guild and completely ignoring it is insulting. I mean-" She shrugged. "I guess they probably can't get that upset about us not using it considering we weren't involved in the guild discussions at all, but..."

"Mad you didn't get invited to the planning stages?" Penny asked lightly, a little amused by her seemingly passive anger. It was refreshing to see Sonja more confident than she had been with the festival and other questions. He wondered if it was her form of campaigning for leadership or if she was angry at the foreigners' being distracted by other things.

"Could have given us more time to figure shit out, sure. So are you writing a manifesto, picking a leader, or what? I don't need to be here for a declaration of independence."

"People are supposed to smile when they tell jokes!" It's a social contract!

"Jokes told without smiling are mean."

She felt more confident when talking to Penny for some reason. Like she didn't have to prove anything to him.

"I don't think whatever foreigners are staying in the Foreigner's Guild actually want a leader. So mostly we're just here to do the bare minimum and pick a representative for the meeting in a few days in the Courtyard of Public Opinion.

"I did originally have a 'manifesto' but it rests sadly neglected at the bottom of a well of my self-pity. But I have other things in the works, so it's not a total loss."

"The bare minimum? Sounds like a raging success." Sarcasm. It made sense for now, with everyone's attentions elsewhere, but Sonja hadn't struck him as a person to go for the bare minimum. He wondered if that's where the anger came from, or the self pity that she mentioned.

"I'm impressed your self pity made a whole well," he teased. "You need me to find a bucket to fetch out the lost causes?"
