[EVENT] It's high time to decide these high crimes...

Situation: It's time for the Guilds to come together and decide the list of High Crimes - and see if the Foreigners have their Guild organized.

Part 1 - On the Matter of the Foreigners Guild
As elaborated to all Foreigners in Keeliai, the rest of the Council has set them the task of assigning leadership within their guild, including spokesperson(s) to participate in the Courtyard meetings and represent the Foreigners Guild's interests. Having been given more than a month of lead time, the assemblage is now waiting to hear the results of those deliberations.

Part 2 - On the Matter of High Crimes
As part of the new governing structure, the Guilds must now come together to decide a list of High Crimes which require sentencing by agreement of all nine groups. The Guilds will also lay out sentencing guidelines for each of these crimes. That doesn't mean there will be automatic sentencing, necessarily. The guidelines will help dictate minimum and maximum boundaries of punishment, such as length of incarceration, fines, and ramifications post-conviction.
While the Guild representatives will be laying out the initial proposition, all are welcomed and encouraged to partake and add their own input to help smooth out the rough edges. Although there are not designated areas for each of the Guilds, members of each do tend to congregate around their respective leaders.
The list of proposed High Crimes include, but are not limited to:
Guilds can propose additions or subtractions to this list, and guidelines for each. It's not a joyful task, but it is a necessary one. Despite the somewhat grim nature of the meeting, there is a sense of determination. The citizens of Keeliai are governing themselves now, and that is indeed a powerful thing.

The last order of business for today's Courtyard meeting is to determine if, and under what circumstances, guilds have the right to either refuse membership or revoke membership to anyone. While this thankfully doesn't seem to have been a problem while everyone sorted themselves into their initial choices, it'd be naive to think that it's not an issue that could come up in the future. Since not being affiliated with any guild carries legal repercussions -- fines that can escalate into even jail time -- it seems prudent to have a system in place before it becomes an issue.
Everyone's encouraged to volunteer their thoughts on this matter -- the official decision won't be made until the next gathering, so input doesn't have to be limited to just the spokespeople from each guild, but anyone in attendance.
Right now, the only generally agreed-upon point seems to be that this type of refusal or ejection needs to have some kind of oversight from outside the guild in question, to prevent abuse of the system. Whether that's a case where it would require the whole Council is another matter, and some seem to think that simply getting the motion seconded or thirded would be enough.

One of her first stops was to pay her respects to Suhiet, in gratitude for the herbalism lessons, before taking a spot near the back of the Courtyard. Out of the way of most ongoing conversations, with a good vantage point so she could see just what exactly what was going on. And watch.

From where she stood, she was able to see Adrien approach and offered a similar smile in return. "Hello, Adrien. I'm doing well. You?"

"I'm good. Hoping something good will come out of all of this," he waves at the courtyard in general.

"I think it will." Midii would never consider herself an optimist, but he never said only good. Just something. "I think, in some ways, it already has. Suhiet contacted me a while ago asking if I wanted to start studying herbalism from her. I think she knew this was coming before we did."
And the fact that she took it upon herself to contact Midii and make the suggestion...it was a show of good faith. Of inclusion. Of course there were no strings attached with regards to Guild alignment, but it certainly added motivation to her decision.

As both him and Chat. And, of course, it made him realise eventually he's going to have to come clean about it, when people notice Chat hasn't got a Guild. Questions will have to be answered and he will have to wipe that slate clean. He has a little time before that, though.
"But I wanted to stay here. I've learned a lot about helping people, but I still want to learn more. I really think this is the place I belong."

She asked more for curiosity's sake than anything. The Foreigners' Guild hadn't warranted more than a passing thought for her, to the point where she didn't even know all of its members. Yet. Chances are, everybody would find out each other's choices soon enough, but in the meantime...
"I'm glad you were able to find something like that." A place to belong. "Being able to help...it makes a big difference. Have you been studying under anybody in particular?"

Those are at least the people who genuinely approached him. Unfortunately, most of the people who wanted him to join the Foreigners were...people who approached Chat. Which made things awkward. He hopes Midii doesn't realise he's dug himself into a hole here.
"Raine! I'm pretty lucky, really. And I like the idea that I'm making a difference."

"I know Raine. She's really nice. We've spoken a few times in the past, and I can see why so many people like an respect her. She's done a lot of good, both for the Healers' Guild and for Keelai."

If Midii had any lingering suspicious about his word choice, they were momentarily forgotten as she found something better to hold her interest. Satisfied as she was with her current lessons (more or less), she never overlooked an opportunity to hear about what other people were learning.

He's eternally modest, but he's genuinely pleased and proud he can help people in OTHER ways.

"At least I know who I can run to if I ever get hurt," she made sure the comment came with an air of lightness to it, even smiling faintly. "I could also make you a list of the plants I've been learning about. I'm not sure how easy it would be for you to identify them while they're still in the ground--even I sometimes get them mixed up--but it might be useful to at least know which ones are best for treating which symptoms."
