Hey come on I didn't mean it like that. I just thought rules dictate it goes to soemeone without powers or something. You know, like spread the power around. [Shrugs.] I really don't know how it works. I just got mine from my dad.

Wait, that's Hal's? But I could have sworn I saw his ring on when we ran into each other in the dream realm....

I guess rings just pick whoever's a suitable host, powers or not. [Almost sounds like a parasite...]

I didn't know rings had that much of a say in things or not. But it sort of sounds like the Green Ghost's amulet.... only a lot less gross.
