Obi-Wan is still somewhat adjusting to things here on Keeliai. So the fact that the giant turtle makes landfall on a continent is surprising and piques his curiosity.

He can be found either wandering around the streets of Keeliai or Tavimbi. Willing to talk to just about anybody. Especially the Kedan and the Tavimbi natives.

Upon sensing a power that is not unlike the Force within Tavimbi, which he comes to know as the Xunutane, he will make checking that out his highest priority.

Laws are good. There's certainly nothing wrong with that.

"Oh I agree. If there's any way I can help, please let me know."

"I will definitely do that. Right now it's mostly just explaining what democracy actually is to the kedan - the emperor's rule apparently sucked and without understanding, you know, citizenship and 'of the people, by the people, for the people' the idea of a new government is kind of a no-go," she says in a rush. "But yeah, just explaining the idea of it would be really helpful."

And when things start shifting, Pepper will most definitely want Obi-Wan's help through the change.

"Well for a people who have been ruled by a single leader in the past, yes, I can see that. Though it might not be as hard for them to grasp as you might think. To put it simply, democracy is where the people elect their own leaders. Instead of having one thrust upon them, such as an emperor, or family heads."

It is a bit more complicated than that, but details can always come later.

"See that right there is totally great," Pepper says after a moment. "You've got the wording thing down."

Not to mention the presence and the tone - Obi-Wan gives off an air of wisdom and calm that Pepper distinctly lacks.

"Thank you," she adds.

"You are most welcome," he replied cordially. But there is pause as he thinks about it further.

"Though I do believe there is a way to introduce such a system by not making it completely foreign to them. In the Galaxy I come from, the Republic was ruled by a Senate with representatives from each system, though I suppose you might already know that.

In essence you could do that here. A senate comprised of the family heads as well as representatives to those who don't align themselves with any one family. Including one for the Foreigners. The leader of the senate would then be elected by the people."

"That's not a bad idea," Pepper replies, nodding. "And it's probably more appealing than other options. I was thinking of maybe doing representation by sectors, the way we do districts back home, so that it wasn't the family heads in control at all, if that's possible. But it's up to the kedan to decide what they really want, even if I don't like it."

Baby steps, maybe. Family heads or their representatives in a senate first, then as they moved forward basing it on sectors. They had to get through the Articles of Confederation before the Constitution got signed, after all. It doesn't have to be perfect from the word 'go'.

"While it's not ideal, the family heads will not let go of their power easily and certainly not at the suggestion of Foreigners. The point is to help these people, not start a civil war."

So yes, baby steps are definitely what he would recommend. New governments were not started overnight without a great deal of bloodshed. They wanted to avoid that.

"Yeah, totally not going to start any fighting. We'll see what people want. It's all one big question mark right now, but I like questions, so." She shrugs, as if to say 'it'll be what it'll be.' "The point is to solve problems, not make more."

Except for the people who were doing things illegal or detrimental to the success of Keeliai. Pepper is completely on board with making more problems for them.

"A wise decision. I'm sure you'll do just fine," Obi-Wan says with an encouraging smile.

He didn't mind helping, but he certainly wouldn't take the lead in any of this. He was many things, but a politician was not one of them.
