Obi-Wan is still somewhat adjusting to things here on Keeliai. So the fact that the giant turtle makes landfall on a continent is surprising and piques his curiosity.

He can be found either wandering around the streets of Keeliai or Tavimbi. Willing to talk to just about anybody. Especially the Kedan and the Tavimbi natives.

Upon sensing a power that is not unlike the Force within Tavimbi, which he comes to know as the Xunutane, he will make checking that out his highest priority.

Feel free to find him just about anywhere!

"Um." This is complicated, why are there not rules about this sort of thing? "Possibly a lot, but also probably not nearly everything," she answers evasively. "You're kind of a historical figure where I come from."

'Long, long ago' and all that. Pepper considers suggesting he use his abilities to sense whether she's lying or dangerous or similar, but maybe that would only make him more uncomfortable. She does know an awful lot about him, after all.

Tatooine. Pepper does a quick calculation, taking into account his age and the number of times she remembers seeing him on that particular planet, and grimaces slightly. If being a Jedi is no longer a great thing, and if he's from when she thinks he is... then the worst has already happened. Or at least the worst for a while.

"Yikes." She looks at him a little sadly, and then shakes her head. "You know, this stupid spell has a really bad habit of pulling people away from home at like the worst possible time. The least it could do is bring a few therapists along, too."

Because if it was going to keep dragging people in and out of traumatic events, a little help dealing with those events might tamp down on the volatility around here.

"Yeah, half us seem to have been snatched out of a fight or a war or an alien Armageddon or something. I guess since we're supposed to be 'warriors' it's not that strange, maybe but... Doesn't make it suck any less."

Needless to say, Pepper is not looking forward to what awaits her the moment she arrives back home.

"Other than things blowing up, are you liking Keeliai okay?" she asks, wanting to move away from less pleasant thoughts.

"The Foreigners have always been a bit of a mixed bag, I think. We've created almost as many problems as we've solved it seems like, even if it wasn't on purpose," Pepper muses. "But for the most part they've gotten used to us, especially the people that have been here for a really long time."

The kedan did seem a bit fickle, but on the whole they accepted and dealt with the Foreigners just like everyone else.

"Nothing official, really. But we all live here, and with everything the Foreigners are trying to do to move the turtle and wake him up and defend the city and stuff, we've gained a few brownie points," she answers with a smile.

"It's kind of hard to organize when people keep coming and going as often as they do," Pepper points out. "The Welcome Center is about the most organized we've got right now. But, um, I'm actually working on something that could be big. Huge, actually. Keeliai doesn't have a government, and they've never really had one that was any kind of good, so I'm sort of trying to get the ball rolling on a kedan-built democracy."

And any help is greatly appreciated.

She likes her laws, Obi-Wan. And there were some precedents required for having laws. Pepper visibly brightens at the Jedi's offer.

"That would be awesome I have so many people I need to talk to," she replies, beaming. "Teamwork is the best."

"I will definitely do that. Right now it's mostly just explaining what democracy actually is to the kedan - the emperor's rule apparently sucked and without understanding, you know, citizenship and 'of the people, by the people, for the people' the idea of a new government is kind of a no-go," she says in a rush. "But yeah, just explaining the idea of it would be really helpful."

And when things start shifting, Pepper will most definitely want Obi-Wan's help through the change.

"See that right there is totally great," Pepper says after a moment. "You've got the wording thing down."

Not to mention the presence and the tone - Obi-Wan gives off an air of wisdom and calm that Pepper distinctly lacks.

"That's not a bad idea," Pepper replies, nodding. "And it's probably more appealing than other options. I was thinking of maybe doing representation by sectors, the way we do districts back home, so that it wasn't the family heads in control at all, if that's possible. But it's up to the kedan to decide what they really want, even if I don't like it."

Baby steps, maybe. Family heads or their representatives in a senate first, then as they moved forward basing it on sectors. They had to get through the Articles of Confederation before the Constitution got signed, after all. It doesn't have to be perfect from the word 'go'.

"Yeah, totally not going to start any fighting. We'll see what people want. It's all one big question mark right now, but I like questions, so." She shrugs, as if to say 'it'll be what it'll be.' "The point is to solve problems, not make more."

Except for the people who were doing things illegal or detrimental to the success of Keeliai. Pepper is completely on board with making more problems for them.
