Situation: It's been a stressful month thus far for a lot of people, but Jack is determined to Make All The Happy and decides he needs to get back to his wintery roots by giving the city a proper snowing.
Warnings/Rating: People high on snow glitter?

Jack had spent the last three hours balanced motionlessly on the top of a flagpole, head tilted back as he listened to the wind and the sound of the city below. Where is Winter? it asked. I'm here! the spirit replied, but he knew it didn't mean his physical presence. He'd had too much on his mind and too much in his heart and in that sense he had indeed been absent these last few weeks.
Eyes closed and thoughtlessly trusting, he tipped forward into open air, letting the wind catch him and hurl him upward into the misty cloud cover that scudded across the stars tonight. At his touch they thickened, fat and pale grey against the indigo backdrop and Jack swirled them up, the motions so ingrained in him they felt just like breathing. In the small hours of the morning snowflakes began to fall on the sleeping city, specks at first but then quickly becoming heavier.
Now with a fresh canvas to work with, Jack was really in his element. He could never have done something like this back home, not anywhere in his world. It would have been too strange, too inexplicable, drawn too much attention. But here on the turtle, things were different. There wasn't really a semblance of normal and Jack poured his imagination and heart into the things he wanted most to share, and from the snow rose gleaming swirls of snow and blue light, forming things of exceptional detail and delight.
By the time the sun rose, a solid three feet of the snow had blanketed the city, glistening and crisp and Jack went rocketing down the streets, rapping on doors and windows to leave spirals of frost on every surface.
"Whooohoo! Snow day! Get up sleepyheads, everyone come out and play!"

ICE SKATING
Jack skipped across the ground until the ice underfoot was six inches deep, solid and flawless as any maintained rink, and far larger. Gentle drifts padded the outer edge, just in case anyone needed a safe place to (topple) sit down in a hurry. He lifted off the ground, zipping into the air to survey his work from above.

She's obviously not wearing ice skates now, but she steps out onto thick ice cautiously, giving herself enough of a push to slide easily - there's not much traction, so moving too fast probably isn't a great idea, but Olivia smiles despite herself as she glides over the ice. Weird and unseasonable all the ice and snow may be, but it's also kind of nice. The part of her brain tied up in Fringe Division doesn't even start wondering if the snow's got some kind of mutagen or toxin in it, which is a small miracle in and of itself.

Zatanna ⟡ Open
Well, that was no problem for her; she simply leaned down and transformed her boots into a pair of white figure skates. Stiff and tight around the ankles for support, yet worn in just enough to be comfortable. The blades already sharpened.
The last time she had been to Rockafeller Center seemed so long ago now, yet a few glides in, and her motor memory kicked in. She was no expert, but she knew a few basic tricks. Enough to not look like a completely fool the first time she attempted a spin complicated enough to justify hitting the ice with all the grace of a toddler.
Whoops. Maybe her motor memory needed a little more time to kick in.

It had taken a bit of work to get a pair of skates, but somebody had finally lent her theirs. She couldn't be sure how long they'd be willing to share, but she could always take them off and skate in bare feet. For now though, she would pretend to be an expert skater, just sort of imitating the movements of people obviously better at it than her.

[The snow and ice are gorgeous, and for all that her mood has been - less than great during the last few weeks, Steph decides to make the best of the situation in front of her. By which she means she's going to have as much as she can with it, and she figures that other people should, too. Which is how she ends up at Reid's door, rugged up for the cold, and telling him that they're going to have an adventure that he should dress warm for. She promises to make him the best cocoa in the multiverse at the end of the day, and that seems to help convince him that this is totally great idea that won't end in disaster.
Not that long after, they're in the Fire Sector, and then they're close enough to the ice rink that Steph can hear kedan kids laughing and shrieking with delight as they try to get the hang of this new sport. She figures Spencer will have put two and two together by now, and she looks over at him with a grin that can really only be described as mischievous, waiting for his reaction.

[Steph has never really done family things. In more recent years, her mom and her have started little traditions, scrabble nights, watching Brat Pack or black and white movies on Sundays, buying a cheap plastic tree and decorating it at Christmas, but she's never done - family outings, and the thought lingers in the back of her mind as she sits beside the ice rink with Steve and Peggy as they all pull on their skates. She wonders if this is what family outings are supposed to be like, because she can easily imagine having an older sister and doing something like this with her and her boyfriend, if they were all close. Or an older brother with a girlfriend. The specifics don't really matter. She's not sure when she started thinking of Steve and Peggy as family, but she finds that she doesn't mind at all, and there's something... soft about her mood, her posture, her expression; an ease that she hasn't felt for a while, not since everything with Brandon.
She's grateful that she's found this, even if it can't last forever, and rather than let any potential melancholy thoughts get into her head, she smiles at Peggy and Steve.]

They don't usually end up in the Fire Sector, or really venture out of the Water Sector much, but when snow had blanketed the turtle, they'd decided to go for a long walk; half-investigation, half enjoying the change in weather and spending a little time together. They haven't had the chance for any sort of 'date night' in years, and while the snow usually isn't the best place for romance, Arthur and Mera are Atlantean - the cold doesn't bother them. Arthur, as a matter of fact, is just down to his usual green pants-boots combo and a long, open short-sleeved shirt embroidered with gold fish and waves. It's reminiscent of something in his closet in Atlantis and this IS a date.
He's fitting a set of hard-water skating blades to his boots, his smile at his wife a little playful. "Let's figure out what these surfacers see in sliding around on a patch of ice."
OPEN
He's pretty well gotten the hang of skating by now. It didn't take long, all things considered, so now he glides around easily on a pair of clear hard-water skating blades strapped to his boots while he waits to rejoin his wife. It's a little like swimming through air, and it's strange, but... not too unpleasant. Though all the snow reminds him of Alaska, of his son Koryak and his first love... Feel free to come bother the man in short sleeves who doesn't even look like he's shivering. Atlantean genes, heck yeah.

ICE CITYSCAPES
Jack couldn't send them back to their homes any more than anyone else here could, but perhaps he could bring tiny pieces of their homes to Tu Vishan. Though he could do little for the worlds different from Earth, he used three centuries of windward travel to slip as many of them as he could into the landscape.
So scattered throughout various parts of the city were ice sculptures of landmarks that some would recognize, though appropriately downsized to make them fit in with the scenery and not be a hassle for the kedan to deal with. Still, it would be quite the surprise to round a corner and see the Arc de Triomphe or the Eiffel Tower, or pass the Statue of Liberty on the way to the market, or take a break next to a scaled down Acropolis.

KIDS PLAYGROUND
A three masted schooner, replicate down to ice-roped rigging and a frozen flag that waved. An old locomotive whose wheels spun and which chugged out a cloud of snowflakes instead of steam. A castle with turrets and slides, wide and safe enough for children to climb and play on. A bi-plane whose propeller spun and somehow modified to fit a dozen pilots, to give the kids a chance to all "fly" together.
At the center of everything was a life-sized statue of the Guardians, every bit as accurate as if they were the people themselves: North, caught in the middle of one of his jolly laughs, large hands holding his belly. Bunnymund, a proud smile on his face as he cocked one of his boomerangs as though ready to play. Toothiana, sweet and playfully chiding one of them, the ice duplicates of her wings so thin they threw rainbows of light on the sculpted feathers, mimicking her actual coloration. And Sandman, arms outstretched and a peaceful smile on his face, ready to spread dream sand to everyone.
Jack touched down barefoot to the snow next to the statue, looking up at them. "Hey guys," he said, feeling simultaneously silly and better for talking to their representations. "I miss all of you. But we're gonna have some fun today, all right?"
Re: KIDS PLAYGROUND
The ice sculptures around the town, and the set pieces around the playground were familiar, and that brings a small smile to his face, though it was bittersweet. He was being reminded of home, where he wasn't anymore, and it didn't matter that the entire scene was reminding him of Jack's usual antics on a larger scale. He wonders if this is some kind of winter festival the city puts on, even though the kedan seemed just as surprised at the winter wonderland.
And then he stumbles into the center of the snowy playground and ends up face to face with... himself, along with the other Guardians. His amusement fades into something more hopeful. He knew he recognized the craftsmanship, he just didn't want to hope on something he thought was completely unlikely, but here it was staring him right in the face.
"Jack," He whispers under his breath, ears perked and nose twitching as he tries to find the boy in his surroundings. "You're here, aren't you?"

Here, she sits cross-legged and holds herself roughly four feet above the ground, raising the temperature in the air currents winding about and away from her to thaw the snow and dry things out. This creates little more than a fifteen-by-twenty space, but some kedan start to use it as a chance to warm up before dashing back into the snow.
While she's not about to admit to offering a public service, Ororo keeps it up with a small smile. Anyone and everyone's welcome to take a few minutes break in there, even to talk with her if they'd like. Point is, she's offering a snowasis for those wanting to warm their tootsies.]

Snow Day?
The idea seems... well. It's exciting! But the "day" part makes her worry that she might miss it somehow and that leads to little sleep in amidst her nervous hopes that there will still be snow once darkness coats the sky above the turtle.
Within minutes of sunset, Mavis bolts out her door and immediately takes to the air.]

[Snow still lies about everywhere and the small bat-pire darts all over Keeliai to explore every single nook and cranny of what Jack's provided. Every once in a while she flies high in the air and transform back into her vampire form, taking in the perfect visuals before flipping over and diving back down and safely into bat shape.
Mavis is excited -- she didn't miss it! And she makes sure not to miss anything. She can be found everywhere that Jack spread his wintery cheer, from the skating rink and straight through to the playgrounds.

Currently, she's hurrying through the thick snow, heavy, knee high boots leaving a trail behind her.
One of the things that intrigues her most is the cityscapes, though -- they're familiar somehow but not recognizable to someone who has never seen or been to earth. They're a thing to behold, for certain. ]

Open | Anywhere!
That meant buying things, a task which Inara greatly enjoyed and did occasionally seek an excuse to indulge herself in. Winter wear that seemed as if it would be rarely needed was one of said excuses Inara was more than willing to provide justification for if asked.
At dawn, she'd found reason to wear them. A call pulled her from her bed and upon stepping outside she went immediately right back inside and closed the door tight, stunned at the chill and the blanket of snow.
She couldn't remember the last time she'd seen snow.
Now more appropriately dressed in a soft, fur lined coat with hood, black gloves and thick leggings beneath a much heavier dress than she usually wore, Inara was more well equipped to deal with the sudden drop in climate that seemed to have befallen the city overnight.
Living in the fire sector, Inara stumbled first upon the ice skating, and from there it was winter delight after winter delight, snowballs and forts and ice sculptures and playgrounds -- Inara didn't know where to start. He could go into the market in Keeliai, but Iorveth loathes going into the city for food, or anything, really. Not that he minds the kedans, but more so the foreigners. And the fact that it's a city itself. He always feels uncomfortable between man-made buildings. Too crowded, too many people. Too unfamiliar. Certainly, he'd stayed in cities before - he was born in a ghetto of a human city after all. But in a century, the forests had been all he could really call home. The closest being the time in Dol Blathanna, but... Well, that's the last place to call home now. He wasn't one of the elves to disappear into the wintery Blue Mountains and hope humanity just forgot them.
So, here he is. Crouched down near a half snow covered bush and digging around in the snow, trying to look like he's not totally shivering as he shoves leather gloved hands into the snow to search for the more berries buried on the limbs further down. Open! Bunny's arrival
Bunny learned quickly that he was on top of a giant turtle, that there was a city on its back, and, most frustratingly, that his tunnels were somehow restricted to this creature's back, and he could leave it no matter how he tried. And after sitting through more of the slowest wagon ride he could handle, the Easter Bunny ditched his escort and decided to explore this strange city on his own.
There was just one problem with that, which was the snow and ice that was covering everything in sight. His feet were freezing, and he'd have blamed Jack Frost for this if he thought he wasn't the only Guardian here.
If only he knew.Still, he's looking all around the city, poking his head into shops and storefronts, wandering from district to district, and even reluctantly walking out among the snowy attractions. She watched him from afar at first, busying herself with the snowman she was in the process of creating. Out in the open, where there had been plenty of snow accumulation for her to work with. She'd made it as far as the torso, coming up to chest-level. Packing in as much of it as possible so it would hold. Her attention was too divided, however, between the gradual numbing of her fingers the longer she worked, and the anthropomorphic being ducking in and out of every store he could find. Looking completely lost. She remembered the feeling all too well.

"Training Simulation." Right. That would explain how they got Kaldur to join in. Her? She reveled at the thought of getting to chuck frozen water at some of her favorite boys on the Turtle, declared she was in before they had the chance to really sell her on the idea.
The best part was that powers were on the table. Wally had his speed. She and Kaldur had their sorcery. Robin was...Robin. (Something told her he had the advantage here.) So there was nothing wrong with reinforcing her and Kaldur's makeshift snow fort with a little something extra. It certainly gave her a little more time to concentrate as she used her magic to gather another round of perfectly-formed ammo. There were other snowballs already pre-formed in areas around the yard, but she didn't trust those.

ICE SCULPTING IS TRAINING | OPEN
He takes time out of the day to build, in more secluded areas than the primary fields where the kedan children and others play, concentrating to bring the snow into form. Tall mounds taking shape into figures, obvious as something but lacking in true definition. Then he soaks it down and lets it harder into ice before hydro-sculpting more defined limbs and curves. The face is always last.
Right now, he is sculpting a large octopus, tentacles curving and undulating are they stretch out in different directions. Not far away there is the head of a dragon, scales sharp and as dangerous as its fangs, coming up out of the snow like a monster from the sea. It's not a completely realistic rendition, more stylized and angular instead. But it is large enough that someone could probably fit their head between its jaws.]
